Dr. Candy Singh is the Superintendent of the award-winning Fallbrook Union Elementary School District in Southern California, nationally recognized for its work in creating an innovative and forward-thinking leadership culture that encourages and teaches children to be the leader of their own lives and to use their leadership skills to make a difference in the lives of others.
As an educator in San Diego County for over 30 years, Candy is well-known and respected for her work as a turnaround principal and superintendent, blending courage, action, and exceptionally high expectations with grace, respect, and kindness to create schools and working environments that inspire greatness in students and adults. Her proven track record of transforming public schools has contributed to her reputation as a highly valued leadership coach, speaker, and consultant.
As the first college graduate in her family, Candy holds a Bachelor’s degree in elementary education from San Diego State University and a Master’s degree in Educational Administration. She earned her doctoral degree in Organizational Leadership at the University of La Verne, where she studied leadership practices that contribute to employee effectiveness and job satisfaction.
Dr. Candy Singh has served as the Superintendent of the Fallbrook Union Elementary School District since 2011. Candy began her career in public education in 1985, serving as an instructional assistant, elementary and middle level teacher, assistant principal, principal, district curriculum leader, and now, superintendent of schools. Whether it is for a small organizational meeting or large conference keynote address, I find great joy in sharing my personal story of overcoming significant life setbacks, as well as decades of successful leadership experience to motivate and inspire others. Now more than ever, we need messages of hope, optimism, and grit as we face challenges in our workplaces and personal lives. Connect with me to talk about how I might partner with you to bring those messages to your team.
I love working with educational leaders to maximize their performance to achieve higher levels of success in their schools and districts. As we advance in our careers, we have fewer and fewer people who can provide us with the candid, thoughtful feedback we need, as well as opportunities to reflect on our work with someone who can provide a fresh perspective based on years of successful experience.

Dr. Candace Singh is in a class by herself both as a Superintendent and an advocate for the education community at large. In my twenty plus years of experience working in school districts, I’ve met very few individuals who embody both passion and compassion the way Candy does. Having worked closely alongside Candy on a variety of projects, I’ve developed a deep sense of admiration and respect for her. I’ve had the pleasure of attending multiple workshops that Dr. Singh either facilitated or led around closing the achievement gap, school innovation, and leadership. She has a leadership style that is both inviting and collaborative. Candy is genuine, sincere, and always follows through with attention to detail and excellence.
Dr. David Miyashiro, Superintendent, Cajon Valley Union School District
Dr. Candace Singh’s passion for students and teachers and the skills, knowledge and preparation that she brings to her work are unsurpassed in the County of San Diego. Her experience, which spans her years as a district leader, an exemplary district office administrator, professional consultant and speaker, and university instructor, makes her the “go-to” superintendent for her peers due to her ability to inspire others, and her ability to engender passion and excitement among others toward expanding opportunities for teachers and students. Her superior communication skills, her extraordinary interpersonal skills and her ability to get the highest performance possible from all of her staff set her apart from all other superintendents in the County.
Rich Thome, Partner/Search Consultant – Leadership Associates
Dr. Singh is a great leader who leads by example, is driven by her passion for student success, holds true to the mission of our organization and exemplifies “Servant Leadership.” As a woman in leadership, Dr. Singh has had a tremendous impact through professional development, specific feedback, and coaching. As a former student in the District, community member, and school administrator, I have had the opportunity to see our District transform to a high performing organization due to her ambitious instructional leadership.
Lillian Perez, Principal, FUESD
Dr. Singh has had a profoundly positive impact on both my personal and professional growth. Her bold and unrelenting commitment to increasing all students’ achievement has driven academic growth to an extraordinary level. Dr. Singh is a caring, thoughtful mentor. Her intentional guidance made me a better principal, a better director, and a better assistant superintendent.
Bill Billingsley, Assistant Superintendent, Human Resources Development, FUESD
Through open lines of communication, Dr. Singh has empowered me to lead and support other teacher leaders within our district. She’s readily available to discuss relevant educational issues and ready to act to improve learning and working conditions for students and teachers. Dr. Singh walks the walk and talks the talk, always looking for a win-win.
Jennifer Mariucci, President, Fallbrook Elementary Teachers Association
Dr. Singh is an extraordinary leader, one who works everyday to enlarge the lives of the people around her. With fierce dedication, deep expertise, and robust energy, she inspires us to be the best we can be. She accomplishes this by listening, encouraging, believing in our potential, and providing support. What is most impressive to me is that although she is leading a district, a consuming and complex task to say the least, she still takes the time to teach us.
Dr. Julie Schlueter, Director Curriculum and Instruction, Encinitas Union School District
I have worked in public education for more than 26 years, and Dr. Singh has uniquely defined the core beliefs among all district staff, including classified and non-instructional personnel. With the basic belief that all students will learn, Dr. Singh has created an environment in which all employees work towards the same goal. Often words like leadership and teamwork are just buzzwords; however, Dr. Singh’s strong leadership provides focus while her intense passion for student success inspires teamwork.
Cindi Martin, Assistant Superintendent, Business Services, FUESD
Dr. Singh is a servant leader. She has become the go to superintendent in the county. She has inspired high levels of confidence and optimism by the manner in which she takes the time to engage in whatever challenges we may be having as fellow superintendents. She carefully listens as we share struggles and offers wise counsel, resources, and sound leadership moves. Countless superintendents reach out to Dr. Singh for advice. Key to her success is the manner in which Dr. Singh models high standards of professionalism and integrity in every venue. No matter the venue, group, or setting, Dr. Singh creates engagement, conversation, safety for asking tough questions, and opportunities to learn and grow as leaders. Her highly effective communication skills coupled with her depth of knowledge on systems change and how people respond to change is what makes her so sought after. Dr. Singh is a strong, gifted, and highly effective communicator. When she speaks, we all listen with great attention. I find myself wanting to take out a pad of paper and take notes when she is speaking. It’s that relevant, profound, and helpful.
Dr. David Lorden, Superintendent (Retired) and Faculty Member, SDSU
